Planning and Design

I-205 Interchange Environmental Planning

The I-205/International Parkway Interchange Project is currently in the environmental phase, which means the proposed build alternative is being analyzed for potential environmental impacts as required by the National Environmental Protection Act (NEPA) and the California Environmental Quality Act (CEQA). This environmental analysis looks at a wide range of resource areas such as air quality, noise, community and land use to identify potential impacts and establish clear mitigations prior to approval to move the project forward into final design.

Caltrans, the CEQA and NEPA lead agency for the I-205/International Parkway Interchange Project, circulated the project Draft Environmental Document (DED) for public review in July 2020. Caltrans has received public comments and is now preparing the Final Environmental Document. The I-205/International Parkway Interchange Project is expected to be environmentally cleared by April 2022. View the environmental documentation.

I-580 Interchange Environmental Planning

In March 2021, the I-580/International Parkway Interchange Project completed the environmental phase during which the proposed build alternative was analyzed for potential environmental impacts as required by the National Environmental Protection Act (NEPA) and the California Environmental Quality Act (CEQA). The environmental analysis looked at a wide range of resource areas such as air quality, noise, community and land use to identify potential impacts, and establish clear mitigations. Caltrans was the CEQA and NEPA lead agency.

The I-580/International Parkway Interchange Project is currently in the final design phase which involves detailed design of the proposed improvements, right of way acquisition, utility relocation, and stage construction definition, as defined in the approved Final Environmental Document. The I-580 /International Parkway Interchange Project final design phase is expected to be completed by February 2023. View the environmental documentation.

I-205 & I-580 No-Build Alternative

Read the card below to learn more about the No-Build Alternative design solution for these intersections.

Under the No-Build Alternative, the existing interchanges for both I-205 and I-580 would remain unchanged except for planned and programmed improvements. Impacts from traffic associated with the Cordes Ranch Specific Plan would not be addressed and other mitigation for impacts of the specific plan would need to be identified.

Frequently Asked Questions about I-205

What is the I-205/International Parkway interchange project?

The project proposes to convert the existing hybrid tight-diamond/loop interchange at Interstate 205 (I-205) and Mountain House/International Parkway in the City of Tracy to a partial cloverleaf interchange (Type L-9) due to increased traffic demands from existing commercial development and planned future growth in San Joaquin County. The proposed project will reduce congestion resulting from ongoing and planned development as well as improve local traffic circulation.

Who is responsible for this project?

The City of Tracy is the lead implementing agency, working cooperatively with the California Department of Transportation (Caltrans) to examine and analyze feasible alternatives for the project. Caltrans is the CEQA and NEPA Lead agency.

Why is this project needed?

The proposed project is needed to accommodate the increase in traffic demand projected as part of the planned development in the Cordes Ranch Specific Plan Area, elsewhere in the city of Tracy, Mountain House Community Services District, San Joaquin County, and neighboring counties.

The Cordes Ranch Specific Plan Environmental Impact Report concluded that traffic resulting from the specific plan development would cause a significant impact on the intersections of Mountain House Parkway and the westbound on-ramps and off-ramps of I-205, and International Parkway and the eastbound onramp of I-205. The environmental impact report proposed mitigation to reduce the level of these impacts. The information provided below is based on the Traffic Operations Analysis Report prepared for this project in August 2019.

What does the Draft Environmental Document identify?

The DED identified two alternatives (Build and No-Build), their associated environmental impacts, and subsequent mitigation measures established to minimize potential impacts. The DED was circulated in July 2020 for a 30-day public comment period. Comments received are currently being addressed in the Final Environmental Document, which is anticipated to be released in spring 2021.

What is the schedule for the project?
  • Preliminary Engineering/DED: Summer 2020

  • Public Review of DED: Summer 2020

  • Final Initial Study/Mitigated Negative Declaration (IS/MND) and Categorical Exclusion: Spring 2021

  • Project Approval & Environmental Document (PA&ED) Complete: Spring 2021

  • Right-of-Way Certification Complete: TBD (pending funding)

  • Construction: TBD (pending funding)

  • Public Outreach: Ongoing throughout the Project
When will the project be built?

The timing of construction will be set once project funding has been programmed.

How much will the project cost?

The estimated total Build Alternative cost is $52.858 million.

How will the project be funded?

The project will be funded through the City’s Transportation Impact Mitigation Fee, City’s Regional Transportation Impact Fee, and SJCOG Measure K.

What stage of design is this project in?

The project is currently in the environmental phase, which will be completed in the first quarter of 2021 (65% designs are currently being developed).

How and when is a general contractor going to be selected?

The City of Tracy will advertise the project for construction in summer 2022 and a contractor will be selected at that time.

Are there electronic bid documents and plans/specs available?

No, bid documents will be made available at the time of advertisement.

How can the public participate in the planning effort?

The City and Caltrans are committed to meaningful public engagement throughout the project. Community participation is vital so that project solutions serve our regional needs. The project’s communications program is designed to provide convenient and timely information to educate and inform, as well as seek public participation throughout the planning process.

Frequently Asked Questions about I-580

What is the I-580/International Parkway interchange project?

The project proposes to modify the existing compact diamond (Type L‐1) interchange at Interstate 580 (I-580) and International Parkway/Patterson Pass Road in the City of Tracy to a diverging diamond interchange due to increased traffic demands from existing commercial development and planned future growth in San Joaquin County.

The proposed project is needed to accommodate the increase in traffic demand projected as part of the planned development in the Cordes Ranch Specific Plan area and nearby areas in Tracy, and to discourage highway traffic from using local roadways, thereby improving local circulation.

The Cordes Ranch Specific Plan Environmental Impact Report concluded that traffic resulting from the specific plan development would cause a significant impact on the intersections of International Parkway and the on-ramps and off-ramps of I-580. The environmental impact report identified mitigation measures to reduce potential impacts to a less-than-significant level. The interchange improvements would be implemented to support compliance with the environmental impact report mitigation measures. The information provided below is based on the Traffic Operations Analysis Report prepared for this project in July 2019.

What does the Final Environmental Document (FED) identify?
